Public bug reported:

/etc/sddm.conf.d/kubuntu_settings.conf contains a single key named
background= which supposedly points to the SDDM background wallpaper.
But SDDM does not actually support a background= entry in sddm.conf (see
man sddm.conf or
https://github.com/sddm/sddm/blob/develop/src/common/Configuration.h).

So changing that line or adding a new conf file with a different
background= does not do anything. The file just creates confusion, so I
am proposing that the file be deleted.
