Public bug reported:

I cannot figure a specific package to report this bug on - it is
something to do with keyboards so I just chose keyboard-configuration as
a package was required.

The issue is I have two keyboards attached - a USB keyboard (in case of
problems at boot) and an Apple bluetooth keyboard for main use (but
cannot be used at boot - my hardware does not have inbuilt bluetooth its
a usb dongle).

After doing some messing with keys the Apple keyboard began reporting 123 for 
JKL which I found is something to do with numlock (Apple keyboards do not have 
a numlock key - the USB keyboard does).
Then I discovered both keyboards were doing this.

I also discovered this seems to be a Wayland issue in that using default 
Wayland display manager at login had this issue but using XFCE with Xorg did 
not.
Also the login screen sometimes was affected by this sometimes not ie I could 
login OK but then typing in terminal windows was affected and sometimes the 
login window was affected by the numlock issue.

After discovering all about numlock finally determined that if I set
numlock on the USB keyboard the Apple keyboard was also affected - and
if I turn it off on the USB keyboard the Apple keyboard is restored to
normal working.

It does not seem to me to be valid behaviour that numlock on one keyboard 
affects all keyboards - in particular when the other keyboard does not have 
numlock capability.
Its also does not seem right that Xorg and Wayland show different behaviours.
