Hi,

Similar to LP:2034656 (and the older Ubuntu Archive LP:1554848 and
LP:1686470), we see a huge influx of client connections daily at around
cron.daily time.

I believe this is from `/usr/lib/update-notifier/update-motd-updates-
available` which is invoked by `/etc/cron.daily/update-notifier-common`.

I think we want to do something similar to APT updates witching to
systemd timers and spreading it out over the entire day.
