I still can't reproduce the problem. I tried to follow your steps to
reproduce as closely at possible, but I don't see any `dpkg --add-
architecture`. It has to be said that since your comment new autopkgtest
uploads have been done, including one with this change:

which as you can see called `dpkg --add-architecture` with a single,
static argument, so I'd be surprised if that caused:

cloud-init[255]: dpkg: error: --add-architecture takes exactly one
argument

Can you try again with the latest autopkgtest version from resolute? If
the problem just went away I'm not too willing to investigate it.
