Public bug reported:
lemonade by default will pull down a Github Action pre-built binary ROCm stack
on AMD machines.
As there is a full llama.cpp, ggml and HIP stack in the Ubuntu archives this
should be the default policy.
This couldn't be tested before FFe because everything needed is stuck in
proposed.
The actual changes are going to be:
* Recommends for llama.cpp and the GGML HIP backend
* A new default configuration setting
* Policy changes in the lemonade server to use that configuration.
