I have performed the following tests on a fresh installation of noble:
1. Installed opendnssec-signer version 1:2.1.13-1.1 from the release pocket 
(and its opendnssec-common dependency).
2. Followed steps 1-9 in the Test Plan.
3. Confirmed ods-signerd aborts.
4. Enabled proposed pocket.
5. Installed opendnssec-signer version 1:2.1.13-1.1ubuntu1 from the proposed 
pocket (and its opendnssec-common dependency).
6. Followed steps 1-9 in the Test Plan.
7. Confirmed ods-signerd does NOT abort.

Additionally, I have performed the following tests on an in-production 
deployment of noble.
1. Enabled proposed pocket.
2. Installed opendnssec, opendnssec-common, opendnssec-signer, 
opendnssec-enforcer and opendnssec-enforcer-sqlite3 versions 
1:2.1.13-1.1ubuntu1 from the proposed pocket.
3. Confirmed opendnssec-signer.service systemd unit restarted (ods-signerd 
daemon).
4. Made a change to a zone.
5. Executed ods-signer sign zonename.
6. Confirmed with an external DNS client communicating with a DNSSEC-enabled 
recursor that new record is correctly signed (dig +dnssec txt 
noble-sru-test.cnix.ro).
