Just a quick note regarding this:

> Only a power cycle recovers the system.

In my case this sequence of commands recovers the network without need
to power cycle:

# nmcli n off
# nmcli n on

In fact I have a service pinging my router every 15 seconds and, in case
of fail, doing the mentioned commands (and sent me an email to be
informed). Since them I practically don't experience this issue.
