Public bug reported:

Description:
Since upgrading to kernel 6.17.0-14 on Ubuntu, my system frequently boots to a
black screen with only the mouse cursor visible. The system is unresponsive and
requires rebooting or booting via recovery mode.

Hardware:
- Laptop: Lenovo V155-15API
- CPU: AMD Ryzen 3 3200U
- GPU: AMD integrated graphics (amdgpu)
- Dual boot with Windows

Workaround:
Booting with kernel 6.8.0-100 works reliably. The issue started immediately
after upgrading to 6.17.x.

Additional info:
The issue happens more frequently after suspend/resume.
