The fix cherry-picks cleanly to apt 2.8 and 2.4 stable series, but is
failing tests, so needs further work.

Given that it is almost impossible to trigger the bug (way over 99% of
updates work), it has a clean workaround, and the regression potential
is quite high (if unlikely), it may make sense to wait to release this
until July or August or something.

On the other hand, this may prevent people from receiving security
updates if they don't monitor for stalled apt updates, so we may want to
prioritize it.
