I have no idea what you're doing. Again, the stebbins/handbrake-releases PPA is dead/obsolete. Nothing has been added to to in over 5 years and it doesn't have anything compatible with Ubuntu 24.04 Remove it from your sources.
I gave you an alternative PPA which seems to be what you want (.deb of latest handbrake built for Ubuntu 24.04).
