Indeed, in the resolute tarball downloaded by 'do-release-upgrade -d', there is no inhibit_sleep function in utils.py.
Adding to the confusion, in the VCS, ubuntu/plucky branch, utils.py[1] is a symlink to /usr/lib/python3/dist-packages/UpdateManager/Core/utils.py. So I guess whatever system is generating the tarball is still on buggy update-manager's code so at the time the symlink is resolved it is still missing the function. This will probably resolve itself eventually with time; I'll ask around. I don't know what componenent/team this should be forwarded, but I'll ask in Matrix.
