According to the upstream discussion this was an indirect BE problem, caused by
libnftnl.
Meanwhile a fix landed in libnftnl that solves the issue.
And the test case is again active in all Ubuntu releases noble and newer and
obviously the problem does no longer occur there.
Hence I'm closing this LP bug.
