intro(1) references the non-Ubuntu-existent path `/usr/share/doc/howto`.

This is Docker ubuntu:latest/ubuntu:24.04/ubuntu:d1e2e92c075e . I ran
`unminimize` and `apt update ; apt install man manpages apt-file ; apt-
file update`.
$ apt-cache policy manpages
manpages:

# What you expected to happen
The `intro(1)` of package `manpages` should not reference any non-Ubuntu
path.

$ apt-file searh /usr/share/doc/howto # See no output
$ man 1 intro | grep HOWTO
Special topics are often treated in HOWTOs. Look in
/usr/share/doc/howto/en and use a browser if you find HTML files there.
