Public bug reported:

The laptop in question is an HP ZBook Fury 16 G 11
I tested connecting it to an HP Thunderbolt Dock 280W G4 with two external
displays connected, both of which I confirmed to be working by booting into
Windows 11 just previously.

When plugging in the Thunderbold connector, a number of messages show up
in dmesg. Early on, there are messages about failed bridge window
assignments

```
[ 2317.736866] pci 0000:09:00.0: bridge window [io  size 0x5000]: can't assign;
no space
[ 2317.736869] pci 0000:09:00.0: bridge window [io  size 0x5000]: failed to
assign
```

After the initial dmesg messages complete the following error starts
looping

```
AER: Correctable error message received from 0000:0a:04.0
PCIe Bus Error: severity=Correctable, type=Data Link Layer, (Receiver ID)
  device [8086:0b26] error status/mask=00000080/00002000
   [ 7] BadDLLP
```

If the dmesg messages are attached in the bug, the first message after plugging
in the dock's thunderbolt connector is
[ 2315.333622] workqueue: acpi_os_execute_deferred hogged CPU for >10000us 4
times, consider switching to WQ_UNBOUND
