I'm also seeing this bug very regularly, causing laptop devices to never receive updates unless we kill the process or reboot the device.
I tried to configure these apt configs under /etc/apt/apt.conf.d/ but it made no difference: Acquire::http::Timeout "120"; Acquire::http::Retries "0"; Worth noting that I'm also nearly exclusively connected to our corporate VPN and typically suspend the laptop each weekday.
