Public bug reported:

resolute will ship php8.5 instead of 8.4.
As these packages were compatible at transition time, they just got a NCR and 
were uploaded.

However, d/control still has a php8.4-X package listed, where it should be 
php8.5.
pkg-php-tools is doing the magic to auto-adjust the binary name, but the 
confusion led to the php8.4 binaries not appearing in the NBS report, blocking 
the removal of php8.4.
