unity-settings-daemon still uses cdbs but cdbs will be removed from
Debian soon. In fact, cdbs has already been stripped of enough
functionality that unity-settings-daemon now fails to build.

Instead of cdbs, it needs to use dh style rules.

Some people like to use diffoscope as a tool to help verify that files
look like they're being installed correctly when doing a major
transition. (Personally, I tend to look at the file install lists a bit
more manually.)
