On Noble, the `rustc-1.91` package suggests some packages which don't
currently exist in the archive. None of the LLVM 21 packages are
available on Noble yet, but the suggested packages include 3 of them:

Suggests: cargo-1.91 (= 1.91.1+dfsg~24.04-0ubuntu0.24.04.1), llvm-21,
lld-21, clang-21

I haven't checked how widespread this is, but it's quite possible that
it affects other backported versions of rustc and possibly on series
besides Noble.
