I see the 'partial' packages are being fixed in LP: #2143732 and appearing on the NBS report, and being cleaned up there.
I'll leave this bug for the removal of php8.4 only. Out of interest, the following appears in the Debian FTP Masters' REJECT-FAQ: Your package builds binary packages not listed in debian/control.
