Have you confirmed whether just adding:
/etc/paperspecs r,
within the `/usr/sbin/cupsd flags=(attach_disconnected) {` block fixes
it? I do see /etc/paperspecs mentioned in one spot in the
/usr/lib/cups/backend/cups-pdf profile, but not the main one.
