* Resolve mutliple ftbfs issues (LP: #2141591):
- d/rules: Strip package-metadata as bazel toolchain setup function can
not process it.
- d/{rules, p/starlark_enable_annotations.patch}: explicitly enable
Java annotation processing.
- d/rules: update C++ standard to 17 to compile generated protobuf classes.
