  Upon investigation and testing on machine with gfx1151 ROCm_ISA,there
  are hipsolver autopkgtests that are failing. It has been determined that
  they are failing due:
  
- 1) Test data is not packaged in libhipsolver1-tests
+ 1) Test data is not available
  ```

/tmp/autopkgtest.BAsV9r/build.xpl/src/posmat_100_300/ptrA with test data..." 
thrown in the test body.

  ```
  
  libhipsolver1-tests-data binary package containing the sparse data is
  missing. Additionally, the tests data location shall be passed to the
  HIPSOLVER_TEST_DATA tests env
