Dear reviewer,

The MRs are ready for review, components are available in the PPA
(a minor fix for libvirt is building now but it is only about the bug presubj, 
it should not impact the tests results we have done so far)

Talking about verification and tests, I put the focus on:

- making sure -hwe and base stacks delivers the exact same contents (except for 
documentation)
  since as of now, they are based on the same version, this is important to 
have the feature & bug parity between
  2 stacks as of today.
 
- making sure the -hwe stack is only pulled into Ubuntu only when users 
explicitly ask for it.
  that means existing applications still function with the base stack.

- making sure there is only one stack installed at any given time, this 
prevents mixing components from
  both stacks. as of now, mixing will not lead to any dysfunction since base 
and hwe deliver the same 
  contents but this will be an issue once -hwe moves on after the next interim 
release (26.10)

- making sure that the upgrade path works for both stacks (without being
stuck, switching between two stacks or mixing components from both stack
as I mentioned earlier)
