When KMail is first installed in its default configuration on Ubuntu
25.10, it handles S/MIME letters very poorly. When such an email is
opened, signatures aren't considered trustworthy and KMail displays
"Could not start certificate manager. Please check your installation."

This error message is really difficult for a regular end-user to figure
out.

This seems to be because KMail actually depends on Kleopatra and that is
marked as "suggests" not "recommends".

The package should be marked as "recommends" to make sure it gets
installed more often and/or the error message should be more
descriptive.

As a second note how does KMail know to say that the email is "The used
certificate is not certified by a trustworthy Certificate Authority or
the Certificate Authority is unknown." if it actually doesn't have a
trust store nor Kleopatra? It is misleading when the installation is
incomplete.
