Yes, I thought I recalled something like this! But couldn't put my
finger on it.

Ohhh, this explains a lot! That was definitely confusing me.

Well, I've got to make some modifications to dracut's setup on the Pi
anyway (LP: #2131686 where some of our zswap modifications are no longer
being loaded due to the switch), so if I have to add some more hacks to
that, it's not a problem. It was more a question of "how do I work
around this if I can't even see where it's being inhibited in the first
place?!" but that all makes sense now, thanks!
