Thank you for your guidance. Here are the results:

1. Initial platform profile: performance
   Fan speed: ~4800 RPM

2. After switching to balanced:
   Fan speed: ~720 RPM (normal)

So the issue is confirmed: the "performance" platform profile causes 
the fans to run at maximum speed on kernel 6.17.0-19-generic.
Switching to "balanced" resolves the fan issue.

Note: kernel 6.17.0-14-generic does NOT have this issue — 
the "performance" profile works correctly on that kernel.
