I think I understand now how it was introduced. Between questing release and 
resolute the following device tree changes were added for sc8280x:

Reverting the second fixes the issue on my x13s.
That doesn't fix the underlying issue of course but knowing where the 
regression happened might still be useful. The actual issue is more likely a 
race condition or some dependency we don't yet understand.
We don't have a lot of time left for resolute, I wonder if the best way forward 
would be reverting them for now.
