I'm not a r-t member but adding my opinion, I think the rational makes sense there. The CPDB backend was pushed for some cycle in Ubuntu as it would eventually be needed for core desktop but didn't become a standard and most upstream/other distro are not using it and quality doesn't feel yet at the level we want for the LTS, using the cups backend is probably the better choice for now.
