when we install one hwe package like qemu-utils-hwe

apt removes some installed packages from the base stack.

$ apt install qemu-system

$ apt install qemu-utils-hwe

Installing:
  qemu-utils-hwe

Installing dependencies:
  qemu-block-extra-hwe  ubuntu-virt-hwe

REMOVING:
  ovmf           qemu-block-extra  qemu-system-arm     qemu-system-mips         
   qemu-system-ppc    qemu-system-x86
  ovmf-amdsev    qemu-efi-aarch64  qemu-system-common  qemu-system-misc         
   qemu-system-riscv  qemu-utils
  ovmf-generic   qemu-efi-riscv64  qemu-system-data    
qemu-system-modules-opengl  qemu-system-s390x  seabios
  ovmf-inteltdx  qemu-system       qemu-system-gui     
qemu-system-modules-spice   qemu-system-sparc  ubuntu-virt


It would be good to have a helper script to allow the users to switch from one 
stack to the other without loosing any already installed packages.
