Yes, this broke building new Ubuntu MATE images.
The easy fix is for ubuntu-mate-default-settings to install orca.desktop
to /usr/share/mate/applications/
Afterwards, we probably want to add Breaks/Replaces in orca against the
old ubuntu-mate-default-settings to tell apt that orca provides that
file instead.
