Hm, I have not been able to reproduce it yet. I realize you may have
moved on from this setup by now, but if you are still able to reproduce,
running with SYSTEMD_LOG_LEVEL=debug may give some more clues. E.g.
SYSTEMD_LOG_LEVEL=debug update-initramfs <...>
or, more directly:
SYSTEMD_LOG_LEVEL=debug bootctl is-installed
