First, "transient infrastructure problem, and the problem was resolved"
-> not true, still down. Check

Second, the workarounds provided above do not work during OOBE. I cannot
install a Spark DGX system since it relies on Canonical's network-
manager setup and will not proceed without known connectivity.

Ideas:
* add the health status of this server to the status page (as per vincejv)
* network-manager support more than 1 connectivity check url, using the 
alternates as a fallbacks for situations like this
* provide guidance somewhere on who should be reached out to (as per vincejv)
