I had a similar, but not identical, issue with the same kernel (6.17.0-19).
In my case, the issue was an intermittent low static noise from my speakers, as soon as the login screen was displayed (that is, after grub, before login). That noise was permanent, regardless of any sound played on the computer, and regardless of any change in the numerous sound parameters. It appeared right away after a kernel upgrade. When I booted back with the 6.17.0-14 kernel, still present on my computer (through the "ubuntu options" choice in the grub menu), this issue was gone.
