I am experiencing this on 24.04.3 LTS (Xubuntu, in case that matters)

There is no file:
    /var/run/reboot-required
But my understanding is that it would be deleted after a restart anyway?

I have not touched the configuration of unattended-upgrades.  It still has:
    //Unattended-Upgrade::Automatic-Reboot "false";

I am also running canonical launchpad, though I do not believe that ever
reboots the system (?).
