Public bug reported:

1. Fresh new installation of Ubuntu Resolute Racoon (beta), using a 
password-protected encrypted drive.
2. Reboot, and type incorrect password once (but correct after)

Expected:
 the hard drive gets mounted, and the boot resumes

Actual:
 dracut fails with `dracut-initqueue: timeout, still waiting for following 
initqueue hooks. […] systemd-cryptsetup@*.service`.
 No further prompt displayed.
