Realtek RTL8111/8168 network interface missing/fails to bind in kernel
6.17.0-19-generic (Ubuntu 24.04)

Description:
1. System Information:

    OS: Ubuntu 24.04 (Noble Numbat)

    Hardware: MSI Motherboard (MS-7996)

    Network Controller: Realtek Semiconductor Co., Ltd.
RTL8111/8168/8411 PCI Express Gigabit Ethernet Controller [0200] (rev
15)

    Working Kernel: 6.17.0-14-generic

    Failing Kernel: 6.17.0-19-generic

2. Expected Behavior:
When booting into kernel 6.17.0-19-generic, the built-in r8169 kernel module 
should bind to the Realtek network controller, and the network interface (e.g., 
enp3s0) should be visible and connect to the internet automatically.

3. Actual Behavior:
After updating to kernel 6.17.0-19-generic, the physical network interface 
completely disappears from the OS.

    Running ip link show only displays lo and docker0.

    Running lspci -nnk | grep -i net -A 3 confirms the motherboard
detects the Realtek hardware, but no "Kernel driver in use" is listed.
The r8169 module fails to initialize the device.

4. Steps to Reproduce:

    Boot an MS-7996 motherboard (or similar hardware with this specific
Realtek chip) using Ubuntu 24.04.

    Upgrade the kernel to 6.17.0-19-generic.

    Reboot into the new kernel.

    Observe the lack of a network interface.
