It doesn't work with me either, I installed ubuntu 7.10 on several PC's, usplash works OK with the livecd, but after install I get a blank screen at boot, when I commented out the enteries in /etc/usplash.conf I got a usplash at shutdown but not at boot. It looks like most monitors that we have here doesn't support that mode, it only worked with one monitor (the same PC doesn't show usplash with others). I don't see what is the point of having such very high resolution by default.
