Public bug reported:

On Ubuntu latest desktop release, Asterisk 22.5.2 package appears to
load app_voicemail.so successfully, but the VoiceMail dialplan
application is not registered.

Observed behavior:
- module show like voicemail shows app_voicemail.so as Running
- core show applications like mail returns 0 applications
- core show application VoiceMail fails with:
  "Your application(s) is (are) not registered"
- strings on /usr/lib/x86_64-linux-gnu/asterisk/modules/app_voicemail.so shows 
symbols including:
  VoiceMail
  VoiceMailMain
  VoiceMailPlayMsg
- ldd on app_voicemail.so shows no missing shared library dependencies

This breaks normal voicemail usage even though the voicemail module
appears loaded.

Expected behavior:
- VoiceMail and related applications should be registered and available in the 
dialplan when app_voicemail.so is loaded.
