I noticed that VLC consumes 15% of CPU when video is on pause.

There is a similar bug, which was said to be fixed in version 3.0.0. Perhaps 
the situation has improvoved, but it is still high enough for my computer to 
turn on the fans, so I noticed it. It might be hard to fix, but as a beta 
tester I wanted to report it anyway.

I'm currently on Nouveau, so no hardware support for video encoding,
which might explain the difference if someone can't reproduce this. My
GPU is not supported anymore by NVidia, so I can't test this with GPU.
