I'm attaching the microovn[0] version because it may or may not be
relevant to the issue. The OVS binary/service is provided by the
microovn snap, not by the system package.

As the title says, the 'netplan-ovs-cleanup' service fails during the
system boot with logs:


   Subject: Unit process exited

   An ExecStart= process belonging to unit netplan-ovs-cleanup.service has 
exited.
  
   The process' exit code is 'killed' and its exit status is 15.

My suspicion is that this could be a service ordering issue because looking at 
snap.microovn.switch (OVS) logs, they show that it started only after the 
netplan-ovs-cleanup failed:
