Hi, I too have this issue on Ubuntu 24.04 LTS as well after a clean
install. When I plugin my external monitor, and set it be placed above
my primary laptop (ThinkPad T14 Gen 3) monitor, all my icons get moved
to the above external monitor. I would like to keep my icons on my
primary monitor. All new icons are also placed on the above external
monitor, not just moving existing icons.

I would like to keep my icons on my primary laptop monitor rather than
move them to the above external monitor. This happens regardless of
whether I "arrange" the icons or "Keep the icons arranged" when right
clicking the desktop. It also happens on both Xorg and Wayland. Finally,
it also happens regardless of where I place my external monitor relative
to my primary laptop monitor (e.g., to the left, right or above).
