After waking up from suspend, computer was sluggish. I checked `htop`
and saw cpu frequency equal minimal supported frequency. It wasn't
changing no matter what I was doing. At first I check CPU governor. I
checked `intel_pstate` if it was properly configured, and it was. Then
fast search in internet suggested `thermald` as the problem. Restarting
fixed issue, htop showed dynamic cpu frequency.

Currently I work on other OS release (POP OS 24.04) with thermald
version 2.5.6-2ubuntu0.24.04.3 and have no problem with cpu scalling.
