I'm also experiencing this with the Kubuntu 26.04 beta.
The notification consistently appears with each boot.
As mntioned, it DOES NOT list missing packages.
Clicking the Install button in the notification DOES NOT install missing 
packages.
It continues to complain about the missing packages.

$ lsb_release -a
No LSB modules are available.
Distributor ID: Ubuntu
Description:    Ubuntu Resolute Raccoon (development branch)
Release:        26.04
Codename:       resolute

$ check-language-support
gimp-help-en gimp-help-en-gb hunspell-en-au hunspell-en-ca hunspell-en-gb 
hunspell-en-za hyphen-en-gb hyphen-en-us libreoffice-help-en-gb 
libreoffice-help-en-us libreoffice-l10n-en-gb libreoffice-l10n-en-za 
mythes-en-au mythes-en-us

I can manually install these packages by other means, but the packages
aren't listed, and the Install button on that notification is currently
doing NOTHING.
