Here to say a straight forward and obvious sign of an affected system is
the presence of multiple CPUs with full grey bars in htop when a system
is otherwise completely idle with no processes in D state.

$ uname -a
Linux ... 6.17.0-20-generic #20-Ubuntu SMP PREEMPT_DYNAMIC Fri Mar 13 20:07:29
UTC 2026 x86_64 GNU/Linux

$ awk '/procs_blocked/ {print}' /proc/stat
procs_blocked 12

$ uptime
14:07:21 up 14:11,  1 user,  load average: 0.29, 0.29, 0.41

I'm using Ubuntu 25.10 with these devices:

Host: scsi0 Channel: 00 Id: 00 Lun: 00
      Vendor: HL-DT-ST Model: DVD+-RW GH50N    Rev: B100
      Type: CD-ROM ANSI SCSI revision: 05
Host: scsi6 Channel: 00 Id: 00 Lun: 00
      Vendor: Lexar Model: USB Flash Drive Rev:
      Type: Direct-Access ANSI SCSI revision: 04

Note I'm also using VDO with the USB drive:

sda                           8:0    1 116.1G  0 disk
└─usb--vg-vpool0_vdata      252:2    0    64G  0 lvm
