I think you'll find the snapping is trying to put the input focus (the
app you have open) on screen. Whether it's working exactly as intended
I'm not sure, but you can customize it in:
Settings > Accessibility > Zoom > Magnifier > Follow Behavior
Set it to anything other than "Moves with Contents".
