At the core we have:

rmadison -u ubuntu -s resolute-proposed,resolute libxml++-5.0-1  libxml++2.6-2v5
 libxml++-5.0-1  | 5.6.0+ds-1     | resolute/universe | amd64, amd64v3, arm64,
armhf, ppc64el, riscv64, s390x
 libxml++2.6-2v5 | 2.42.3-2build2 | resolute          | amd64, amd64v3, arm64,
armhf, ppc64el, riscv64, s390x

Which matches the mismatch that shows:

libxml++-5.0: libxml++-5.0-1 libxml++-5.0-dev
[Reverse-Depends: libmirwayland-bin (MAIN)]

Of all the packages in libxml++2.6 I see the following in main:

$ rmadison -u ubuntu -s resolute-proposed,resolute libxml++2.6-dev
libxml++2.6-2v5 libxml++2.6-doc
 libxml++2.6-dev | 2.42.3-2build2 | resolute | amd64, amd64v3, arm64, armhf,
ppc64el, riscv64, s390x
 libxml++2.6-2v5 | 2.42.3-2build2 | resolute | amd64, amd64v3, arm64, armhf,
ppc64el, riscv64, s390x
 libxml++2.6-doc | 2.42.3-2build2 | resolute | all

vs

$ rmadison -u ubuntu -s resolute-proposed,resolute libxml++-5.0-1
libxml++-5.0-dev libxml++-5.0-doc
 libxml++-5.0-1   | 5.6.0+ds-1 | resolute/universe | amd64, amd64v3, arm64,
armhf, ppc64el, riscv64, s390x
 libxml++-5.0-dev | 5.6.0+ds-1 | resolute/universe | amd64, amd64v3, arm64,
armhf, ppc64el, riscv64, s390x
 libxml++-5.0-doc | 5.6.0+ds-1 | resolute/universe | all

As outlined above I'd ask to block the -doc from being excluded.

Let us promote these, you then can ensure it migrates and then please
report for (or handle yourself) the demotion of 2.6 once nothing holds
it back anymore.

# BLOCKER

What is missing to do so are the team subscriptions by you.
=> http://reqorts.qa.ubuntu.com/m-r-package-team-mapping.html#mir-team

You need to subscribe mir-team to src:libxml++-5.0 before we then can
promote it.
