Please sync gst-plugins-good1.0 1.28.2-2 (main) from Debian unstable
(main)

This update also includes the gst-plugins-good 1.28.2 bugfix release
https://gstreamer.freedesktop.org/releases/1.28/#1.28.2

Explanation of the Ubuntu delta and why it can be dropped:
  * Resynchronize on Debian. Remaining changes:
    + Add a library package containing the shared library and a -dev package for
      compiling against it. Add Breaks and Replaces against the plugins packages
      which formerly contained files shipped here.
    + debian/gbp.conf: Update Vcs-* for Ubuntu
    + debian/rules: Disable amrnb and amrwbdec because opencore-amr is
      currently in universe in Ubuntu, and packages in main cannot
      depend on it
    + debian/gstreamer1.0-plugins-good.install: Drop
      usr/lib/*/gstreamer-1.0/libgstamrnb.so and
      usr/lib/*/gstreamer-1.0/libgstamrwbdec.so

A big part of the benefit of creating the libgstreamer-plugins-
extra1.0-0 binary packages was that it would allow us to sync gst-
plugins-good1.0 with Debian.

The library package and -dev package are already empty and the only
thing that depended on them is being handled with LP: #2147647

The amr feature was disabled for Ubuntu in 1.28.2-2.
