Status update. We've tried rebuilding xubuntu with the additional
livecdrootfs hook, the seeds update, but without the NEEDS_DRACUT quirk.
Needs_dracut shouldn't be required if seed depend on correct packages
and the recommends priorities are correct.

The resulting image builds but doesn't have dracut in any layers.
We(me+Ben) suspect the linux-generic -> *microcode (recommends) -> 
initramfs-tools in the boot layer are to blame for initramfs-tools still being 
on the shipped image. bdrung did push updates to microcode packages to that 
effect, after which we'll see if the deps are resolved correctly during image 
build.
