Status update. We've tried rebuilding xubuntu with the additional livecdrootfs hook, the seeds update, but without the NEEDS_DRACUT quirk. Needs_dracut shouldn't be required if seed depend on correct packages and the recommends priorities are correct.
The resulting image builds but doesn't have dracut in any layers.
