After reverting transmission to enforce mode, creating the file and
adding the rules to the transmission-gtk profile, running:

    systemctl reload apparmor

results in:

    Job for apparmor.service failed.
    See "systemctl status apparmor.service" and "journalctl -xeu 
apparmor.service" for details.

And running that results in this:
