Thanks for taking the time to report this, and provding the precise
details of file paths.

Upgrades of Ubuntu, causing the version of Gramps to jump several
relases, makes it difficult to confirm the bug on a different computer.

The storage of user specific configuration is not something that Ubuntu
controls, so this should probably be reported to the upstream Gramps
project Mantis bug tracker (https://gramps-
project.org/bugs/my_view_page.php). They should also be able to advise
on recovering any lost configurations (if that is necessary).
